Research and Evaluation
FRCA conducts program evaluations that demonstrate positive outcomes for families. Throughout all of FRCA’s evaluations, we know that families statistically improve in economic self-sufficiency, family protective factors, and health. In July 2024, the California Evidence-based Clearinghouse for Child Welfare (CEBC), a national evidence-based clearinghouse for measurement tools, awarded the CFSA2.0 a Measurement Tool Rating of “B: Psychometric Demonstrated.” This rating was based on the published, peer-reviewed research available. The B rating requires a tool to have 1 published peer-reviewed study that establishes the measure’s psychometrics, in this case reliability and validity. In March of 2026, Omni and FRCA published new peer-reviewed research in Family Sciences on what drives improvements for families in Colorado’s Family Development Services (FDS) program, a pathway from FRCA’s Family Pathways Framework©.
The Study: Omni analyzed Colorado Family Support Assessment (CFSA 2.0) data from 2,031 families across 31 FRCA-member FRCs between 2020 and 2024, using multilevel modeling to examine how readiness to change at different points in enrollment related to improvements in economic self-sufficiency and health.

FAMILY RESOURCE CENTER ASSOCIATION 2022-2023 EVALUATION REPORT
This summary contains evaluation findings for families served between July 1, 2022, and June 30, 2023.
For this evaluation we expanded our focus on understanding the experiences of families from different racial/ethnic backgrounds, families living in rural or urban areas, and families experiencing different economic conditions. In this report we provide information on all families served, followed by summaries examining disaggregated data by racial/ethnic identification, rural/urban location of residence and income level.

For this evaluation we focused on understanding the specific experiences of families from different racial/ethnic backgrounds as well as the experiences of families living in rural and urban areas. FRCA’s Program & Evaluation Committee helped shape the focus and direction of this year’s equitable evaluation questions and analytic approach.
